Sol andaluz para el autoconsumo

Un decreto del Ministerio de Industria abre un debate entre las eléctricas y los partidarios de las renovables, que defienden los beneficios al productor de energía.

La estación meteorológica que la Agencia Estatal de Meteorología (Aemet) tiene en el aeropuerto de Sevilla registró 3.298 horas de sol en 2014. La cifra la pone al frente de la clasificación en la España peninsular, sólo superada en todo el país por una instalación situada en La Orotava, en la isla de Tenerife. El resto de capitales andaluzas, -aunque no hay datos de Cádiz- no se quedan atrás, con Almería, Jaén y Huelva por encima de las 3.000 horas y Córdoba, Granada y Málaga muy cerca de esa cifra.

En esta última provincia, concretamente en Casabermeja, es donde Juan José Sánchez decidió aprovechar las horas de sol para ahorrar en su factura de la luz. «Lo mío ha sido realmente convicción. Soy un apasionado de las energías renovables», asegura este ingeniero técnico, que conoce el sector por su formación académica y ya tenía una instalación solar térmica para agua caliente sanitaria.

En junio comenzaron a funcionar sus placas fotovoltaicas, que Sánchez colocó sobre una pérgola en la terraza de su casa, y en su opinión, la experiencia «no puede ser mejor». Después de aprovechar los meses de mayor radiación solar, este malagueño calcula que ahorrará el 45% de su factura anual, que cifra en una cantidad aproximada de entre 900 y 1.000 euros. Sin embargo, es consciente de que no siempre podrá reducir el gasto de la misma manera. «Es cuestión de cambiar la mentalidad. Cuando hay más horas de sol, aprovecho al máximo y cuando hay menos hay que acostumbrarse a consumir menos», apostilla Sánchez.

Este ingeniero técnico es un autoconsumidor satisfecho, pero reconoce que los trámites burocráticos son bastante tediosos. «Hay que pedir la licencia de obras en tu ayuntamiento, solicitar la conexión a la red eléctrica y un documento que certifica la puesta en marcha de la instalación», cuenta Sánchez, que también tuvo que incluir sus placas solares en el Registro Administrativo de Autoconsumo de Energía Eléctrica, incluido en la legislación vigente. Todo ello, según la experiencia de este malagueño, requiere un periodo de tres a cinco meses para lo que Sánchez recomienda el asesoramiento de una empresa con experiencia reconocida en el sector.

Pero la normativa en la que se basó Sánchez al hacer su instalación cambió el 9 de octubre, cuando se publicó en el BOE el polémico decreto de autoconsumo impulsado por el Ministerio de Industria. Las nuevas reglas del juego no gustan a todo el mundo. «El objetivo es mantener de forma artificial los ingresos de un sistema insostenible como es el eléctrico». Son palabras de Sara Pizzinato, gerente de la Fundación Renovables, una entidad que aboga por cambiar el modelo energético.

Pizzinato explica que las tesis del Gobierno «se basan en que el autoconsumo tiene un coste para el sistema cuando el perjuicio es para las compañías eléctricas». La postura que ha mantenido Asociación Española de la Industria Eléctrica (Unesa) durante los el debate pasa por poner de manifiesto la necesidad de crear impuestos al autoconsumo para que los pequeños productores también sufraguen el mantenimiento de la red eléctrica. «Si por el hecho de autoconsumir se dejan de pagar una parte de estos costes, será el resto de la población quien deberá hacerlo y esto no sería equitativo», afirman fuentes de Unesa.

La patronal de las eléctricas indica que en un escenario sin cargos donde el 10% de los consumidores de baja y media tensión comenzaran a autoconsumir, el aumento de la tarifa de acceso para el resto de los consumidores sería del 6% y el impacto para el sistema sería de 798 millones de euros. Consultoras como PwC y Boston Consulting Group apoyan estas tesis, aunque el impacto estimado varía desde los 500 millones de la primera entidad a los 859 de la segunda.

Pero, ¿cuáles son los cargos introducidos por el polémico decreto? La factura de todos los consumidores recoge tres tipos de peaje: uno para sufragar el coste regulado, otro para el coste del consumo de la energía y los impuestos. Los usuarios con instalaciones de producción de energía, están obligados a pagar una cantidad por potencia contratada, pero se ahorran el consumo de la electricidad y los impuestos. Para compensar este déficit, el decreto introduce unos cargos similares para contribuir a mantener el sistema. Y es ahí donde radica la polémica, aunque los generadores de menos de 10 kW están exentos de dicho peaje.

«Instalar unas placas fotovoltaicas es una forma de ahorrar. Es lo mismo que mejorar el aislamiento de tu casa, comprar electrodomésticos más eficientes o encender la chimenea», apunta Juan José Sánchez. Sara Pizzinato coincide con el autoconsumidor malagueño y va más allá, ya que asegura que «el Gobierno de Rajoy ha subido los costes fijos de la electricidad para desincentivar el ahorro».

Además, la gerente de la Fundación Renovables critica la nueva legislación porque elimina cualquier mención al llamado balance neto. Este sistema permite contar la cantidad total de energía sobrante que un autoconsumidor vierte en el sistema eléctrico, para después poder beneficiarse de descuentos en su consumo. El decreto no sólo no recoge esta posibilidad, sino que establece dos modelos de instalación en función de la potencia de la instalación. Las de tipo uno, con más de 100 kW, pueden vender su energía sobrante en el mercado libre; mientras que las de tipo dos sí pueden devolver la energía sobrante, aunque sin recibir ninguna clase de reembolso.

Los 25 metros cuadrados de placas fotovoltaicas colocados por Juan José Sánchez en la pérgola de su terraza producen 3,76 kW -repartidos en 16 módulos de 235 vatios-, por lo que se encuadra en el tipo dos. Sin embargo, este ingeniero técnico decidió no vertir a la red la energía sobrante para evitar trámites que consideró demasiado tediosos. Esto le permitió, por ejemplo, mantener una buena temperatura en su vivienda durante todo el verano para consumir toda su energía. «Encendía los aires durante el día y enfriaba la casa para que en las noches más calurosas no hiciera falta ponerlos de nuevo», recuerda este malagueño, que ha preparado un sistema de estufas para aprovechar los picos de producción en los meses más fríos.

La satisfacción de Sánchez con su instalación contrasta con la postura que tiene respecto al decreto, que considera que no ayuda al autoconsumo, puesto que el cargo para las instalaciones de más de 10 kW impide beneficiarse de este modelo energético a pequeños negocios que superan esa potencia. Puede que eso cambie después de las elecciones y eso es lo que opinan en la Fundación Renovables. «Todos los partidos, menos el PP, firmaron un compromiso para derogar el decreto en la próxima legislatura. Parece que no habrá mayorías absolutas, por lo que tiene fecha de caducidad», detalla Sara Pizzinato. La polémica sobre el autoconsumo está lejos de finalizar.
